I don't get it. It's one of the few walkways in the city bikes (insert Jamison's rant about bad cyclists paying more attention to their iPods than people ruining it for all cyclists here) are allowed on, but not skates!
Actually those warnings are only spray-painted on one little section of the Embarcadero - I just decided to take a photo there. I don't know if skating's prohibited or not, but I haven't gotten in trouble yet.
In addition to the spray paint there are also posted signs that say no skateboards, I might just be imagining they say no skating either.
Years ago, when the metal bumps to discourage skateboarders were first installed on the concrete and glass sculpture snaking it's way along The Embarcadero I saw an interview with the artist (I think it might have been one of a pair) who designed it.
More than anything he was disappointed that he had never thought about the skateboarders. He wanted it to be something for everyone to enjoy: it was something kids could climb on an employees in the area could use as lunch table and had he known he would have designed something they could use to.
